Providing safe and conducive environment on & off-site for students is now law in Lagos State. SSLAG is backed by the Lagos State Safety Law no C187 of July 2011, section 9 A to I.
Compliance obligations

The main compliance obligation for school managements is to demonstrate the specific safety obligations for each of the 4 Key elements of SSLAG framework; and the action taken to achieve this is referred to as the CJ (compliance Journey), which is a 2-step approach, with 3 routes
The required evidence of this is to initiate a compliance journey (CJ).
The core key element of the framework is KE3 (Key Element 3) which is compliance monitoring and enforcement. The overarching responsibility is for schools to have the Safety management system (SMS) in place and demonstrate their safeguarding responsibility by ensuring all staff have the SRC (safe recruitment clearances) contact cj@safeschoolslagos.ng for information on how to achieve SRC for school teams.
Schools must also implement an effective tracked SMS and comply with the OATEs’ (off-site activities, trips & events) guidelines, and ensure all members of the school community is aware of the MS-20 obligations and their responsibilities and obligations regarding it.

SRC (Safe Recruitment Clearance)

Please complete this form for each member of your staff to fulfil the SDD for SSLAG. This information is necessary to mitigate the risks of unfit adults gaining access to school children. No adult will be allowed to have contact with students alone without a clear SRC from SSLAG!
Schools must get their staff to visit the website and complete and sign this form individually so that the Safeguarding duty can be fully enforced.
Secured Access
A valid SRc ( safe recruitment clearance) is required for any individuals with direct contact with school children at schools. This is also applicable to support staff, vendors that operate daily in schools. No individuals who have not been cleared through the SRC must be left unsupervised with students/pupils.

Audit checklist
Having the right paperwork and knowing where it means you won’t have to scramble when the SSLAG Assessor shows up for an audit. Showing attention to detail can be the difference between passing and failing your school safety audit.
Here’s a checklist of the documents and paperwork that you should have readily available in the event of your annual school safety audit:
- A current copy of the Nigeria Insurance Association (NIA) approved school safety compliance policy showing adequate insurance coverage that meets the limit required for your entire school operation
- An up-to-date SMS documentation showing the relevant safety policy framework and procedures that meets the SSLAG Framework guidelines
- A constituted safety committee, named first aiders and school safety wardens or officers
- A summary of all self assessment checks conducted in the past calendar year, along with the status of any action plans arising from the self assessment check
- Safe recruitment clearances (SRCs) on all new and old members of staff
- A copy of your PSL (provisional safety license) or full safety license if applicable
- Documentary Proof that appropriate no of staff hold current certificates of participation for the Capacity Building Conference (CBC)
- Completed safety drill logs dating back to three terms
- Documentary proof of food hygiene training for catering staff
- Records of INSET days on safety for the different school teams, advocacy briefings for students and parents
- At least 14 items from the mandatory safety supplies (Compliance manual 2 copies per section, Minimum standard guidelines-4 per section, quick guides, high visibility vests, appropriately placed fire extinguishers, approved first aid kits, safety signages and caution signs, traffic control infrastructure etc.)
- Complete maintenance records on all installations
- A current EMP and evidence of parental partnership
- Incident report log book (RIDDOR) for each section of the school
- COSSH training for cleaners
- Safe fumigation log

OATEs' SAFETY
SSLAG Offsite Activities, Trips and Events (OATEs’) Guidance is for the management of outdoor learning, offsite visits and learning outside the classroom. It has been developed with the intention that it can be adopted by school teams and other providers to provide guidance to their establishments (such as schools, colleges, children’s homes, religious, leisure and youth centres). The SSLAG Framework (2022) places a duty on management of the above listed establishments to ensure the health and safety of minors. They must provide all staff with the information necessary to carry out these and other duties safely.
This Guidance has been written to be consistent with the law and with world’s best practices. SSLAG Guidance is designed to help management to carry out this duty. Where a setting wishes to organise any activities outside the school premises, they must follow this Guidance, regardless of whether activities take place within or outside normal working hours, including weekends and holiday periods.
SSLAG-OATEs’ Guidance applies to any occasion when a child, young person, pupil or student takes part in a visit or activity led or organised by their establishment, which is carried out beyond the boundary of the normal operational base. Such visits and activities are known by various terms including Educational Visits, School Trips, Off-Site Visits, Outings, Outdoor Learning, Outdoor Education, Adventure Education, Outdoor Activities; Learning Outside the Classroom, Residentials, Expeditions, Field Trips, Field Studies and sporting events.
